PUBLIC NOTICE

ADVERTISEMENT TO BID

Notice is hereby given that the City of Torrington, Wyoming will receive sealed bids for the furnishing of all labor, materials, tools, appliances, transportation, and services necessary for the placement of approximately 6,750 LF of new 8” PVC water main and appurtenances, 5,250 LF of storm drain pipe and appurtenances, the removal of approximately 289,450 SF of pavement/curb/gutter/sidewalk/driveway, 27,950 SY of 8” P.C. Concrete Pavement, 30,000 SF of 4” sidewalk, 6,900 LF of new C&G, new fillets and ADA ramps as called for in the Project Manual for the East D Street Road Improvement Project at the Office of the City Clerk/Treasurer, City Hall, 436 East 22nd Avenue (P.O. Box 250) Torrington, Wyoming 82240 until 2:00 P.M. Local Time, on the 12th day of March, 2025, at which time the bids will be publicly opened and read aloud.
All bids must be furnished on forms supplied by the City of Torrington. Sealed envelopes containing bids shall be clearly marked with the project title and shall show the name and address of the Bidder. Bids which are not prepared and filed in accordance with the Instructions to Bidders may be rejected. Bids may not be withdrawn after the time fixed for opening. The City reserves the right to reject any and all bids and the right to waive irregularities in bids received.
The project is being funded, in part, by the SRF program and thus requirements of the Build America, Buy America (BABA) Act (Pub. L. No. 117-58, §§ 70901-52) apply.
Qualified Disadvantaged Business Enterprises (DBEs) are encouraged to submit bids on this project. Bidders that use a subcontractor(s)/supplier(s) are required to make a good faith effort at soliciting DBE subcontractor/supplier participation. Bidders shall submit the required DBE Good Faith Effort Documentation form and other related forms with their bids.

Each bid must be accompanied by a bid bond with sufficient surety for not less than five percent (5%) of the total amount of such bid, payable to, and to be forfeited to, the City of Torrington as liquidated damages if bidder fails to enter into contract within thirty (30) days after award to him, or fails, at the time of executing the agreement, to furnish a performance bond and a payment bond each in the amount of one hundred percent (100%) of the bid. Facsimile (fax) or other copies of bonds are not acceptable. NO BID WILL BE CONSIDERED IF NOT ACCOMPANIED BY SUCH BOND, OR IF NOT IN CONFORMANCE WITH THE PROVISIONS OF SECTION 15-1-113, W.S. 1977.
A complete set of the Project Manual and Plans may be obtained after the 7th day of February, 2025, at M.C. Schaff & Associates, Inc., 818 South Beltline Highway East, Scottsbluff, Nebraska 69361 (issuing office) upon deposit of Fifty dollars ($50.00) for each set of documents, none of which will be refunded.
A pre-bid conference shall be held at 1:00 P.M. on the 26th day of February, 2025, at City Hall Conference Room, 436 East 22nd Ave., Torrington, Wyoming, at which attendance by Bidders is encouraged.
