PUBLIC NOTICE
BOARD OF COUNTY COMMISSIONERS of GOSHEN COUNTY, WYOMING
Tuesday, January 21, 2025
The Board of County Commissioners of Goshen County Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present, Chairman Michael McNamee, Vice-Chairman Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Walsh moved to approve the revised agenda and the minutes from the January 7th meeting, seconded and passed.
Sheriff Fleenor presented the Sheriff’s Office and Commissary report. The Sheriff’s office earning report for the month of December was $ 980.00 and Commissary earnings for the month of December was $4,047.56. Commissioner Walsh moved to accept the Sheriff’s Commissary and Earnings report, seconded and passed.
County Treasurer Leticia Dominguez presented her monthly report. Commissioner Walsh moved to approve the Treasurer’s report, seconded and passed.
County Clerk Mary Feagler presented the Clerk’s report, the updated warrant report, the December payroll liabilities report. Commissioner Walsh moved to accept the Clerk’s updated warrant report and payroll liabilities report, seconded and passed.
Library Board member Katherine Hawes presented the Library report. Commissioner Walsh moved to accept the Library report, seconded and passed.
Auditor Wendt with Atlas accounting reported on our last fiscal year audit. The county met all the requirements of the Audit and is in good standing.
The University of Wyoming Extension did not report. They reported at the first meeting of the month.
Stephanie Bumgaurdner, General Fair Manager and Eleno Oliva, Grounds Maintenance Manager presented the Fair report. Commissioner Walsh moved to accept the Fair report, seconded and passed.
The Public Health report has been moved to the first meeting every month.
Jesse Bowen IT Department Director had no report.
The following County Board Appointments were announced.

2025 Board Liaison/Committee Appointments were determined as follows:
Wyoming County Commissioners Association-Michael McNamee
Goshen County Economic Development Board-Justin Burkart
Kyle Ridgeway from 307 Horse Racing was available on the phone to explain the reason for the name change from 307 Horse Racing Inc. to 307 Horse Racing LLC. Commissioner Burkart moved to approve the assignment of the original Resolution. Resolution 2023-06 will remain in place with the amendment being the name only.
The meeting went into the executive session at 10:15 and came back in regular session at 11:35.
The Commission adjourned at 11:36 am. The next regular meeting will be February 4th at the usual place and time. Per Wyo. Stat. §18-3-516(f), access to the county information can be obtained at www.goshencountywy.gov or by calling the Clerk’s office (307)532-4051. (approved for publication)
