BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING

The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present, Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Commissioner Walsh moved to approve the revised agenda, seconded and passed. Commissioner Burkart moved to approve the minutes from the August 21st meeting, seconded and passed. Chairman McNamee opened the meeting welcoming all in attendance.
Clerk of Court Brandi Correa was unable to attend because the Goshen County third graders were visiting the courts for a field trip.
County Grant Writer, Hannah Fullmer presented her report and requested from the Commission permission to obtain a Credit Card for her department. Commissioner Burkart moved to accept the Grant Writer report and approve the request for a credit card, seconded and passed.
County Road and Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor and County Planner Michael Tietjen presented the Road and Bridge report. County Planner Michael Tietjen presented his report. Bob Taylor presented an Order to Establish a County Road for Four Corners Road. Commissioner Burkart moved to approve the order, seconded and passed. The plat map, Scott Addition 2nd Filing was presented for approval. Commission Burkart made a motion to approve the replat of the Scott Subdivision, seconded and passed. Road Supervisor Stoddard reported he has been traveling the county roads introducing himself and visiting with residents. County Planner, Michael Tietjen reported on the progress he’s making on his new computer program. He also mentioned updating the Land Use Plan. He is anxious begin the project. Commissioner Walsh moved to accept the Road and Bridge Report, seconded and passed.
County Treasurer Leticia Dominguez presented the annual irrigation assessments for signature by the chairman. Commission Burkart moved to accept the Treasurer’s report, seconded and passed.
County Clerk Mary Feagler presented the earnings report, the warrant report, and the payroll report. Commissioner Walsh moved accept the reports, seconded and passed. Thom Bozeman, Emergency Manager and Fire Warden, presented his report. Commissioner Burkart moved to accept the report, seconded and passed.
Maintenance Supervisor Kevin Flock was not present for his report.
Tracy Pragnell attended the meeting to request the Commissioners approve the LaGrange Fire District Application for MRG grant funding. Commissioner Burkart made a motion to approve the request, seconded and passed. A letter stating as such was signed by Chairman McNamee to submit with the grant application.
In new business Goshen County Planning Commission attended the meeting to request approval to begin the project of updating the Goshen County Land Use Plan. Vicky Zimmer asked that the Commissioners make plans to begin the process. Vicky wants the public to be aware and involved from the onset of this project and estimates that it will take at least two years to develop.
Ted Church and other neighbors of the Gorilla Waste facility attended the meeting. They are concerned with their property values with this waste facility being so close to their properties.
Resolution 2024-12 Approval of the Formation of Cottonwood Acres Improvement and Service District was presented to be approved. Commissioner Walsh moved to adopt the resolution, seconded and passed.
Bryan Grapes was interviewed for a position serving on the Goshen County Care Center Joint Powers Board. Commissioner Walsh made a motion to place Bryan Grapes on the board, seconded and passed.
