INVITATION TO BID

Sealed Proposals for the construction of "2024 Sewer & Water Improvements - Phase IV for the Town of Fort Laramie," JEO Project No. 240774.00, QuestCDN No. 9192325, will be received by the Town Clerk and Administrative Officer at 102 West Otis Street, Fort Laramie, WY 82212, until 2:00 PM on the 3rd day of September 2024, and thereafter will be read aloud.

The work is generally described as follows: Sanitary sewer collection and water distribution pipeline improvements.

A mandatory pre-bid conference will be held at:
1. Location Town of Fort Laramie; 102 West Otis Street, Fort Laramie

2. Time and Date: August 21, 2024 at 10:00 A.M

Proposals will be taken for said construction work listed above by unit prices, as an aggregate bid for the entire project.

All Proposals for said construction work must be made on blanks furnished by the Engineer and must be accompanied by Bid Security of not less than 5% of the amount bid. Bid Security to be made payable to the Treasurer of the Town of Fort Laramie as liquidated damages in case the bid is accepted and the bidder neglects or refuses, to enter into contract and furnish bond in accordance herewith.

Copies of the contract documents are on file with the Town of Fort Laramie for examination by bidders. Complete digital project bidding documents are available at JEO's website at jeo.com for $30.00. An optional paper set of project documents is available for a non-refundable price of $150.00 per set. In order to bid the project, the contract documents must be issued directly by JEO Consulting Group, Inc. or QuestCDN to the bidder.

Preference is hereby given · to materials, supplies, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by competitors outside the State, as provided in W.S. §§ 16-6-101 through 16-6-119. Wyoming labor shall also be of preference for this this project, as provided in W.S. §§ 16-6-201 through 16-6-206. Out-of-State bidders are hereby given notice that a 5% preference shall be given to Wyoming bidders.

The project is funded in whole or in part by State and Local Fiscal Recovery Funds (SLFRF) pursuant to the American Recovery Plan Act (ARPA).

The Owner reserves the right to waive informalities and irregularities and to make awards on bids which furnish the materials and construction that will, in their opinion serve the best interests of the Owner, and also reserves the right to reject any and/or all bids.
