BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday June 18, 2024

The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present, Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the revised agenda and the minutes from the June 4th meeting, seconded and passed.
Sheriff Fleenor was called out from the meeting so County Clerk Mary Feagler presented the Sheriff’s Department earnings report and Commissary report. The earnings report for the month of May was $1,455.00 and earnings for the Commissary was $4,010.99. Commissioner Burkart moved to accept the Sheriff’s Commissary and Earnings reports, seconded and passed.
County Treasurer Leticia Dominguez was not present. She presented her report via e-mail. She has moved $65,000.00 into the vehicle purchase savings account. Chairman McNamee highlighted the report to those present. Commissioner Walsh moved to approve the County Treasurer’s report, seconded and passed.
County Clerk Mary Feagler presented the Clerk’s report, the updated warrant report and the May payroll liabilities report. Commissioner Walsh moved to accept the Clerk’s updated warrant report and payroll liabilities voucher, seconded and passed.
Library Board member Ellen Creagar presented the Library report. Commissioner Walsh moved to accept the Library report, seconded and passed.
Amy Smith, Ag and Natural Resources Educator for the University of Wyoming, presented the Extension Office report. Commissioner Walsh moved to accept the Extension Office report, seconded and passed.

County Assessor, Debbi Surratt presented two reduction orders in the amount of $181.87 to correct assessment errors. Commissioner Walsh moved to approve the reductions orders and Assessors report, seconded and passed.
Fair Manager Stephanie Lofink presented her report. She requested the amount over $25,000 which she said would be approximately $4,500 from the OMN account to repair the walk-in cooler. Commissioner Burkart moved to approve the funds to cover the cost, seconded and passed. Commissioner Walsh moved to accept the Fair report, seconded and passed.
Public Health nurse Kara Palfy presented the Public Health report and the MOU between WDH PHD and Goshen County approval and requested a letter of support for a program that will provide birth control for county residents. Lynette Saucedo, Community Prevention Specialist also attended to give her Community Prevention Grant report and presented the Prevention Grant MOU for approval. Commissioner Walsh moved to accept the Public Health report and Prevention report and approve the MOU’s, seconded and passed.
The IT Department report was presented by Michael Norton. He also provided access to a Zoom meeting with Civic plus showing the progress on the new website. Commissioner Burkart moved to accept the IT report, seconded and passed.
The County Planning Commission presented for adoption the revised and amended Bylaws. Commissioner Walsh moved to adopt the Revised and Amended Bylaws, seconded and passed.
The following Budget Amendment was presented by County Clerk Mary Feagler. Commissioner Burkart moved to approve the Budget Amendment, seconded and passed.

Commissioner Burkart presented a contract for approval for Youth Alternatives between the Department of Family Services and Goshen County. Commissioner Walsh moved to approve the agreement, seconded and passed.
The Goshen County Board of Commissioners held the hearing with intent to consider adoption of Solar Energy Siting Projects Regulations. Chairman McNamee entertained a motion to adopt the draft set of regulations on the condition that the regulations continue to be reviewed and, the Board of Commissioners have the ability to work with the Planning and Zoning Commission and other county leaders to request and advise any necessary changes to the regulations as are necessitated by individual project and site specific conditions by industry standards and by possible changes that occur in state statutes. Commissioner Burkart moved to approve the Solar Energy Siting Regulation, seconded and passed.
