PUBLIC NOTICE

BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday January 16, 2024
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 10:30 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present, Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Chairman McNamee welcomed all in attendance and announced revisions to the agenda which included an executive session for three different items. Commissioner Burkart moved to add the executive session and accept the revised agenda and the minutes from the January 2nd  meeting, seconded and passed. Chairman McNamee thanked the Goshen county employees for keeping the county up and running during the extreme cold snap of the last few days.
Sheriff Kory Fleenor presented the Sheriff’s report. The earnings report for the month of December is $845.00 and earnings for the Commissary is $3,378.22. Commissioner Burkart moved to accept the Sheriff’s report including the Commissary and Earnings reports, seconded and passed.
County Treasurer Leticia Dominguez presented her report. Commissioner Walsh  moved to accept the Treasurer’s report, seconded and passed.
County Clerk Mary Feagler presented the clerk’s report, the updated warrant report, and the payroll liability voucher.  Commissioner Walsh moved to accept, the clerk’s report, the updated warrant report and approve the payroll liability voucher, seconded and passed.

Stephanie Lofink Goshen County Fair manager and maintenance manager Eleno Oliva, presented the Fair report.  Commissioner Walsh  moved to accept the Fair report, seconded and passed.
Public Health nurse Melissa Johnson presented the Public Health report.  She reported on the number of vaccines they have given this fall and winter. Commissioner Walsh moved to accept the Public Health report, seconded and passed.
Andrew Wendt was present via Zoom to give the 2023 Audit report. Ron Russell was also present. He had no issues with the Audit.
Megan Brittingham presented the Extension Office report. Commissioner Walsh moved to accept the Extension office report, seconded and passed.
Tim Toedter was present to discuss the town of Hawk Springs. He spoke about the help the community provided when he was shot and paralyzed ten years ago. He provided a copy of the plat map of Hawk Springs and spoke of the small community that is not large enough to be incorporated so they don’t receive funds from the county. The size of the lots are small and he commented that people have split lots and this makes it difficult to drill wells and maintain sufficient safe health guidelines.
Black Hills Energy presented information on a project they have going in Wyoming. It is called Ready Wyoming. A transmission line project connecting larger utilities.
Archie Johnson made a brief public comment about the Black Hills project as he is in a landowners group.
The Commission adjourned at 12:10 pm and went immediately into Executive session, the Executive session adjourned at 1:25 pm.  The next regular meeting will be February 6th. at the usual place and time.
