PUBLIC NOTICE

BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday August 15, 2023
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present, Chairman Michael McNamee, Commissioner Aaron Walsh and Mary Feagler, County Clerk and Clerk of the Board. Vice Chairman Burkart was present via Zoom. The meeting was opened with the Pledge of Allegiance. Commissioner Walsh moved to approve the revised agenda and the minutes from the August 1st meeting, seconded and passed.
Sheriff Kory Fleenor presented the Sheriff’s report. The earnings report for the month of July is $1,485.00 and balance for the Commissary is $11,995.63. Commissioner Walsh moved to accept the Sheriff’s report including the Commissary and Earnings reports, seconded and passed.
County Treasurer Leticia Dominguez presented her report. Commissioner Walsh moved to accept the Treasurers report, seconded and passed.
County Clerk Mary Feagler presented the updated warrant report, payroll liability voucher, and a voucher for liability insurance that is due September 1st for $54,899.00. Commissioner Walsh moved to accept the updated vendor report and approve the payroll liability voucher, and voucher for The Cincinatti Insurance, seconded and passed. Library Board member Katherine Hawes updated the Commissioners on events at the Library.  They are adding 2 new positions as they will be extending the library hours after Labor Day.  Commissioner Walsh moved to accept the Library report board, seconded and passed.

Stephanie Lofink Goshen County Fair manager presented the fair and fair grounds report. Commissioner Walsh moved to accept the Fair report, seconded and passed.
Fire Warden Bill Law had no report.
Public Health nurse Melissa Johnson presented the Public Health report. She reported that they have recived applications for the Public Health Nurse Manager and are beginning the selection process as Kelly Beard retired in July. Melissa brought a new grant opportunity that they want to apply for. Commissioner Walsh moved to support the persuit of the grant, seconded and passed. She also asked about purchasing a vehicle to pull the supply trailer with. Bids had been previously submitted. The vehicle may be purchased with Covid Grant money. Commissioner Walsh made a motion to approve the purchase a vehicle to pull the public health trailer contingent on grant funding.  Melissa reported on Public Healths’ community involvement and pointed out that there have been positive West Nile cases in Goshen County. Aaron Walsh moved to accept the Public Health report, seconded and passed.
County Assessor Debbi Surrat presented 6 reduction orders in the amount of $41,045.92. She also reported she has three employees at training this week. Commissioner Walsh moved to accept the reduction orders and Assessorss report, seconded and passed.
The 307 Horse Racing was brought up for old business. The proposed resolution has a change of address from the original location to the Buckinghorse Steakhouse. John Cummings and Bob Peterson commented at the meeting in opposition to bringing parimutual betting to Goshen County. Jan Harvey, Owner of the Bucking Horse and Goshen County business owner spoke in favor of 307 Horse Racing coming to Goshen County. The County Commissioners are still working on a satisfactory resolution. No action was taken.   
Ron Russell Goshen County GASB consultant presented the financial report, the county is in good standing.  Ron stated it’s the best it has been in several years.
