PUBLIC NOTICE

BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday February 21, 2023
    The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Walsh moved to approve the minutes of the last meeting, seconded and passed. Commissioner Burkart moved to amend the agenda to include discussion of added personnel for Road and Bridge, seconded and passed.
     Road Administrator Val Hankins presented bids for a guardrail project the county has grant funds to complete with a small percentage being paid by the county. Commissioner Burkart moved to accept the bid from Case Construction for the work, seconded and passed. Also Ms. Hankins spoke on the need for more help during this severe winter we have been having to clear roads. Commissioner Burkart made a motion to hire up to 3 temporary people for extra help at Road Bridge, seconded and passed.
Sheriff Korey Fleenor presented the Sheriff’s report. The earnings report for the month of January is $2,470.00 and earnings for the Commissary is $3,837.81. Commissioner Burkart moved to accept the Sheriff’s Commissary and Earnings reports, seconded and passed. Commissioner Walsh moved to accept the Sheriff’s report, seconded and passed.

County Assessor Debbi Surratt presented 2 reduction orders totaling $2,343.63. She reported to expect an increase in property taxes next year. Commissioner Burkart moved to approve the reduction orders and to accept the Assessor’s report, seconded and passed.
County Treasurer Leticia Dominguez presented her monthly report. Commissioner Burkart moved to accept the Treasurer’s report, seconded and passed.
    County Clerk Mary Feagler presented the updated vendor report and payroll liability report. Commissioner   Burkart moved to accept the updated vendor report, seconded and passed. Commissioner Walsh moved to accept the payroll liabilities report seconded and passed.     
    Library Board member Terry Haines updated the Commissioners on events at the Library. Commissioner Walsh moved to accept the Library report, seconded and passed.
Megan Brittingham, Goshen County 4-H and Extension Educator, was present and presented the board with the extension report and the MOU between the county and the University of Wyoming which included the annual compensation agreement. Commissioner Walsh moved to accept the 4-H and Extension Educator report and to approve and sign the MOU, seconded and passed. Commissioner Burkart moved to approve the annual compensation agreement, seconded and passed.
In public comment, Jeff Sharp was one of the guests at the meeting and asked how the new rotary snowplow worked. The report was that it is working well. The crust of the older snow presented a problem but they are moving the snow to the middle of the road with other equipment and then blowing the snow with the rotary plow.
Pat Conway was present to visit about the road/snow problem they have been having at their property north of Fort Laramie. She expressed appreciation to the commissioners for their efforts thus far. Amy Smith was also present. She has accepted the position as University of Wyoming Extension Educator, Agriculture and Natural Resources. Her office is located at the Extension office.
