BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
         Tuesday June 1, 2021
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present Chairman John Ellis, Vice Chairman Cody Cox, Justin Burkart Commissioner and Cindy Kenyon, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the agenda and the minutes of the last meeting, seconded and passed.
The Road and Bridge report was accepted from Road Superintendent Val Hankins, County Surveyor Bob Taylor and County Planner Gary Childs. Road and Bridge Superintendent Val Hankins wants the public to know there has been increased vandalism and theft of signs. This crime costs precious time and funds. Also it will be helpful if operators of irrigation and sprinkler systems are careful to not water the roads. It is a safety concern.  Commissioner Cox moved to approve the Road and Bridge report, seconded and passed.
The Clerk of District Court presented her monthly report. Commissioner Burkart moved to approve the Clerk of District Court earnings report of $3,155.35, seconded and passed.
County Assessor Debbi Surratt presented a reduction of taxes order in the amount of $284.46. Commissioner Cox moved to approve the reduction of taxes order as presented, seconded and passed.  

County Clerk Cindy Kenyon presented her monthly report. Monthly Earnings reports were presented in the amount of $18,393.00. Commissioner Burkart moved to accept the earnings report, seconded and passed. Commissioner Cox moved to approve the warrants for payment, seconded and passed. Commissioner Burkart moved to approve three employment bonds, seconded and passed. Commissioner Burkart moved to accept the County Clerk’s report, seconded and passed.

County Fire Warden Bill Law presented the Fire Warden’s monthly report. Commissioner Burkart moved to approve the Fire Warden’s and Emergency Manager’s report (via email), seconded and passed.
Resident Dennis Simmons requested to shut down a portion of Railway Street in Hawk Springs July 4 and June 12 from noon to midnight each day for a street dance. Mr. Simmons also requested financial assistance with maintaining the Hawk Springs Park.
The WIC office (Woman Infant Child) program contract for the upcoming year was presented by the County Clerk. Commissioner Cox moved to approve the contract in the amount of $46,195.00
Derek Jackson and Michelle Winget with Burns Insurance presented the recommendation for the upcoming property insurance bill. The premium for the year will be $94,408.00. Commissioner Cox moved to continue the Cincinnati Insurance policy, seconded and passed.
The following board seats were appointed by the Commissioners:  Jackie Van Mark to the Care Center JPB for a term ending June 30, 2026, and Larissa Felipe and Dee Ludwig to the Library Board for terms ending June 30, 2024.
County Attorney Eric Boyer introduced the intern for his office. The Commission welcomed him to our county.    
The Commission adjourned at 10:11 am. The next regular meeting will be Tuesday June 15, 2021 at the usual place and time.
