BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
    Tuesday May 4, 2021
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present Chairman John Ellis, Vice Chairman Cody Cox, Justin Burkart Commissioner and Cindy Kenyon, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the agenda and the minutes of the last meeting, seconded and passed.
The Road and Bridge report was accepted from County Surveyor Bob Taylor and County Planner Gary Childs. Three final plats were presented for approval. Commissioner Cox moved to approve the Coon Subdivision, seconded and passed. Commissioner Cox recused himself for the vote for the Bear Mountain Beef Subdivision due to a conflict of interest. Commissioner Burkart moved to approve the Final Plat of the Bear Mountain Beef Subdivision, seconded and passed. Commissioner Cox moved to approve the Road and Bridge report, seconded and passed.
The Clerk of District Court presented her monthly report. Commissioner Burkart moved to approve the Clerk of District earnings report of $4194.76, seconded and passed.

County Clerk Cindy Kenyon presented her monthly report. Monthly Earnings reports were presented in the amount of $20,777.50. Commissioner Cox moved to accept the earnings report, seconded and passed. Commissioner Cox moved to approve the warrants for payment, seconded and passed. Commissioner Cox moved to approve two employment bonds, seconded and passed.

County Fire Warden Bill Law presented the Fire Warden’s monthly report. Commissioner Burkart moved to approve the Fire Warden’s and Emergency Manager’s report (via email), seconded and passed.
Joe Campbell and Lori Shafer with Goshen County Farm Bureau requested a Resolution expressing concern for Presidential Executive Order No. 14008. Commissioner Cox moved to approve Resolution 2021-03 A Non-Binding Resolution Concerning That Executive Order No. 14008, Entitled “Tackling the Climate Crisis at Home and Abroad” on Behalf of the Board of County Commissioners In and For Goshen County, Wyoming, seconded and passed. Commissioner Cox moved to approve Resolution 2021-03, seconded and passed.
Calvin and Isabel Hoy residents and owners of Tea Kettle Bed and Breakfast attended the meeting to inform the Commissioners about properties with excess junk. County Attorney Eric Boyer presented information about legal nuisance abatement.
The County Commissioners considered the yearly scholarship applications. The applications and essays were all exceptional and the decision was difficult. A Renewal Scholarship was awarded to Noelle Chapman. Three new scholarships were awarded to Thomas Lee Heron, Jaycee Myrtle, and Calista Dugger. Scholarships are $500 per semester for one year.
The Commission adjourned at 12:00 pm. The next regular meeting will be Tuesday May 18, 2021 at the usual place and time. (approved for publication)
