BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING

The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present Chairman John Ellis, Vice Chairman Cody Cox, and Cindy Kenyon, County Clerk and Clerk of the Board. Commissioner Walter was absent. The meeting was opened with the Pledge of Allegiance. Commissioner Cox moved to approve the agenda and minutes of the last meeting, seconded and passed.
Sheriff Fleenor presented his monthly report. The earnings report is for $1610.20. Commissioner Cox moved to accept the Sheriff’s report as presented, seconded and passed.
County Treasurer Leticia Dominguez presented her monthly report. Commissioner Cox moved to accept the Treasurer’s report as presented, seconded and passed.
County Assessor Debbi Surratt submitted reduction of taxes orders in the amount of $124.79. Commissioner Cox moved to approve the reduction orders as presented, seconded and passed.
County Clerk Cindy Kenyon presented the updated warrant report. Commissioner Cox moved to approve the warrants for payment, seconded and passed. Commissioner Cox moved to approve the Cares Act grant funding contract for Covid expenses incurred by Public Health, seconded and passed. The Suicide Prevention grant program contract was presented in the amount of $278,008.00. Commissioner Cox moved to approve the contract as presented, seconded and passed. Commissioner Cox moved to accept the Clerk’s report, seconded and passed.
Commissioner Cox moved to produce a letter in support of Vista Beam obtaining Cares Act Grant Funding for broadband services, seconded and passed.
Jeff Goetz, Mark Williams, Chad Aagard, Lance Green, Buck Klemola, Calvin Goddard, and Mark Ayen with WYDOT presented the State Transportation Improvement Program 2021-2026. The presentation will be available on the Goshencounty.org website.
Doug Butler with Butler’s Towing requested the Commission look into assisting him with reimbursement of storage and towing fees for law enforcement tows and abandoned vehicles from the County Sheriff. Doug Rose with Big Al’s Towing and the Wyoming Towing Association was also present for comment and questions.
Road Superintendent Val Hankins, County Surveyor Bob Taylor and County Planner Gary Childs presented the bid award recommendation for the Road Rehabilitation Project phase 2 to Bivens Construction. Commissioner Cox moved to approve Val Hankins to execute the additional documents and to award the bid to Bivens Construction, seconded and passed.
County Clerk Cindy Kenyon reviewed the fiscal year 2021 budget and requested the Commissioners appropriate said funds. Commissioner Cox moved to approve Resolution 2020-06 A Resolution Adopting the Fiscal Year 2020-2021 budget and Appropriating Said Funds, seconded and passed.
The Commissioners discussed moving or cancelling the August 18 meeting due to the Primary Election. Commissioner Cox moved to cancel the August 18 meeting, seconded and passed.
The Commission adjourned at 10:25 am.
