The Wyoming Public Service Commission (Commission) approved the Application of the City of Torrington (Torrington or the City) for authority to pass on a Power Cost Adjustment (PCA) factor of -$0.006863 per kWh sold, and to adopt an avoided cost rate of $0.039693 per kWh sold, applicable to its customers outside city limits. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission.
On February 27, 2020, Torrington filed its Application requesting authority to establish a PCA of -$0.006863 per kWh sold, effective April 1, 2020. This adjustment is due to Torrington’s forecasted decrease in energy demand resulting from the Western Sugar Cooperative’s declining operations and the current over-collected balance of its commodity balancing account. The Application further requested authority to adopt an avoided cost rate of $0.039693 per kWh sold. The City calculates the avoided cost rate by adjusting the cost of power rate from Municipal Energy Agency of Nebraska (MEAN) to incorporate line losses. MEAN did not change its rate for the upcoming year.
The average residential customer, outside Torrington’s city limits, using approximately 750 kWh per month, may expect a monthly electric bill decrease of approximately $5.15. Actual bills will vary with usage.
Commission Rule Chapter 3, Section 26 allows a utility to pass on to its customers known or projected commodity cost increases or decreases on a dollar-for-dollar basis, subject to public notice, opportunity for hearing, and refund.
Torrington’s Application is on file at the Commission’s offices in Cheyenne, Wyoming and at the City’s offices. The Application is available for inspection by any interested person during regular business hours or online at: http://psc.state.wy.us/.
