AN ORDINANCE CREATING AND ENACTING SECTION 10.04.O15 RELATING TO MOTOR VEHICLES AND DRIVER’S LICENSES AND THE ADOPTION OF STATE STATUTE BY REFERENCE AND REPEALING ORDINANCES THAT ARE REDUNDANT OR REPETITIVE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF TORRINGTON, WYOMING:
Section 1: That section 10.04.015 of the Revised Ordinances of the City of Torrington, Wyoming, 2019 Revisions be and are hereby created and enacted to read as follows:
The City hereby adopts by reference the following state statutes in full and as may be amended:
31-4-101 General Prohibitions
31-4-103 Compulsory Insurance
31-7-106 Driver’s License Required
31-7-116 Carrying and displaying driver’s license
31-7-117 Restricted driver’s license
31-7-133 Unlawful use of license
31-7-134 Driving while license cancelled, suspended or revoked
31-7-135 Permitting unlicensed person to drive
31-7-404 Driving without interlock device
Section 2: That upon conviction of any of the state statutes set forth above and adopted by reference, the defendant shall be punishable by a fine up to $750.00, plus court costs, excluding 31-4-103, 31-7-134 and 31-7-404, which shall be punishable by a fine up to $750.00, plus court costs AND jail for not more than 6 months or both.
Section 3: That the City hereby repeals the following redundant or repetitive ordinances:
10.04.030 Reckless driving
10.12.010 Careless driving
10.16.020 Careless driving
Section 4: That this ordinance shall be in full force and effect from and after its passage and approval and publication as required by law.

Passed and approved on third and final reading the 16th day of April, 2019.
