TORRINGTON – The search is over for Torrington City Council, as they met in executive session following their regular meeting to discuss the two candidates that were picked from the final group of five to fill the job of Torrington Police Chief. The Council decided Tuesday to offer the position on Wednesday to David Hulshizer, currently Senior Investigator for Natrona County
Sheriff’s Office.
City Clerk Treasurer Lynette Strecker confirmed Hulshizer had accepted the position.
Torrington City Council met for its regular meeting Tuesday night, following the nights agenda opening with the Pledge of Allegiance then listening to the Mayors Correspondence.
Regarding franchise ordinance No. 934 Vyve Broadband J LLC of James cable is currently providing communications for the city of Torrington per the term and conditions of franchise ordinance 934, granted by the city on Sept. 16, 1997, with terms that the franchise will expire in 2016 but has been providing the city cable television and communications by temporary extensions which will expire on May 31, 2018. Attached is an ordinance to extend the franchise for an additional five years commencing on June 1.
The Mayor voiced his concerned with the continued problems with Vyve Communications and their continued problems in reaching a decision to extend the franchise.
The Council approved a catering permit for Patrick Zimmerer with Table Mountain Vineyards. Zimmerer requested a permit for a Goshen County Chamber of Commerce and Economic Development Business After Hours Event to be Held on May 10 from 3 to 8 p.m. at 21st and Main.
The Council then approved proclamations for the week of May 6 through May 12, for Drinking Water Week and Municipal Clerks Week.
In other business, the council:
•Opened for comment on a franchise agreement between the city of Torrington and Mountain West Telephone. Mountain West was in agreement with the city to put in broadband and optical fiber in from Chugwater when the commitment from the main companies was under question. With new owners the internal struggles and indifferences were brought under control and are now ready to sign the franchise agreement with the city. Mountain West is ready to install fiberoptic cable down Road 313 to Highway 85 then to Torrington. Mountain West said that they will be able to provide up to 500 mb to each location and be in Torrington in the fall. The council approved the franchise for
Mountain West.
• Approved and awarded the bid to Straight Stripe Painting for seal coat and marking airside pavement at the airport.
• Approved an agreement for professional services with Inberg-Miller Engineers providing well monitoring, testing, state reporting and cover study for waste cells seven through ten.
• Approved Resolution No. 2018-5 Block Grant application to the Wyoming Business Council for West C Water Line Rehabilitation Project.
• Awarded bid for Cold Springs Substation and Main Distribution Line Project in the amount of $1,307,377 to Addison Construction Company of Cheyenne.
• Awarded bid to Intermountain Sale of Englewood, Colo., for new valve maintenance in the amount of $60,387.
