PUBLIC NOTICE

BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday April 18, 2023
    The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Walsh moved to approve the agenda and the minutes from the March April 6th meeting, seconded and passed.
Sheriff Kory Fleenor presented the Sheriff’s report. The earnings report for the month of March is $2,845.00 and earnings for the Commissary is $7,246.20. He presented a MOU between Platte County and Goshen County to be signed by Chairman McNamee. Commissioner Burkart moved to approve the Sheriff’s Commissary and Earnings reports, seconded and passed.
County Treasurer Leticia Dominguez presented her monthly report. Commissioner Burkart moved to accept the report, seconded and passed.
    County Clerk Mary Feagler presented the updated warrant report, payroll liability voucher and updated the board on the Janitorial bid project. Commissioner Walsh moved to accept the updated vendor report and approve the payroll liability voucher, seconded and passed        

Library Board member Larissa Felipe updated the Commissioners on events at the Library. Commissioner Walsh moved to accept the Library report, seconded and passed.
Kelly Beard, Go Co Public Director presented her monthly report. She reported the Grant employees will be receiving raises. Commissioner Burkart made a motion to approve the Salary increases. Seconded and passed. Kelly would like to purchase a county vehicle through grant funding. Commissioner Burkart moved to accept the report clerk report, seconded and passed. The new vehicle was tabled until she had more information.
Megan Brittingham, Goshen County 4-H and Extension Educator presented the board with the extension office report. Karley Keller attended the meeting with her she is in the Americorp program at the extension office. Commissioner Burkart moved to accept the 4-H and Extension Educator report, seconded and passed.
Cindy Kenyon was in attendance concerning the TANF CPI Grant. Grant funding in the amount of $59,000 is available to several Goshen County entities. She asked if the county would support and continue to house the program. Commissioner Burkart moved to approve the amendment to the original contract for the TANF CPI program. Seconded and passed.
Ron Stuckert was present to discuss his ongoing issue with the Lewis Feedlot. Chairman McNamee assured him that the current commissioners will review the county planning regulations in order to be aware of the rules that Mr. Lewis is required to follow that apply to those regulation. Chairman McNamee pointed out that the State DEQ is the main entity with the regulations he must follow.
    Barney Reece from Niobrara County came to the meeting concerning the VanTassell road north of Torrington. Her concern is the South VanTassell Highway in the winter time. She would like the two counties to work together and close the road when the weather conditions warrant it.
    Jesse Bowen was present and spoke of running Fiber optics to the Public Health building in conjunction with the City.
