Notice is hereby given that the City of Torrington, Wyoming will receive sealed bids for the furnishing of all labor, contractor furnished materials, tools, equipment, transportation, and services necessary for:
The construction and installation of two (2) underground 12.47kV feeder circuits in joint duct bank from the existing Cold Springs Substation to the Cold Springs Business Park, approximately 1400 ft. run, with installation and termination of junction cabinets in Torrington, Wyoming,
as called for in the Project Manual for the COLD SPRINGS 15kV U.G. DISTRIBUTION FEEDERS CONSTRUCTION _ at the Office of the City Clerk/Treasurer, City Hall, 436 East 22nd Avenue (P.O. Box 250) Torrington, Wyoming 82240 until 2:00 P.M. Local Time, on the _ 5th__ day of __January_, 2022, at which time the bids will be publicly opened and read aloud. All bids must be furnished on forms supplied by the City of Torrington. Sealed envelopes containing bids shall be clearly marked with the project title and shall show the name and address of the Bidder. Bids which are not prepared and filed in accordance with the Instructions to Bidders may be rejected. Bids may not be withdrawn after the time fixed for opening. The City reserves the right to reject any and all bids and the right to waive irregularities in bids received.
Each bid must be accompanied by a bid bond with sufficient surety, or a certified check or cashier's check, or bank draft on a reputable bank, for not less than five percent (5%) of the total amount of such bid, payable to, and to be forfeited to, the City of Torrington as liquidated damages if bidder fails to enter into contract within thirty (30) days after award to him, or fails, at the time of executing the agreement, to furnish a performance bond and a payment bond each in the amount of fifty percent (50%) of the bid. Facsimile (fax) or other copies of bonds are not acceptable, nor are certified or cashier's checks which have an expiration date of less than one year. NO BID WILL BE CONSIDERED IF NOT ACCOMPANIED BY SUCH BOND, CERTIFIED OR CASHIER'S CHECK OR BANK DRAFT, OR IF NOT IN CONFORMANCE WITH THE PROVISIONS OF SECTION 15-1-113, W.S. 1977.
A complete set of the Project Manual and Specifications may be obtained after the 2nd day of December, 2021, at the Office of the City Clerk/Treasurer, City of Torrington, 436 East A Street, P.O. Box 250, Torrington, Wyoming 82240 upon a non-refundable deposit of twenty-five dollars ($25) for each set of documents
A pre-bid conference shall be held at 2:00 P.M. on the 16th day of December, 2021, at City Hall, 436 East 22nd Avenue, Torrington, Wyoming, at which attendance by Bidders is mandatory. Bids submitted by Bidders not attending the pre-bid conference will be rejected.
Preference is hereby given to materials, supplies, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by competitors outside the State, as provided in W. S. §§ 16-6-101 through 16-6-119.
