Notice is hereby given that the City of Torrington, Wyoming will receive sealed bids for the furnishing of all labor, materials, tools, appliances, transportation, and services necessary for:
the removal and replacement of 1,771 LF of 6” VCP with new 8” PVC sanitary sewer pipe, the removal and replacement of seven (7) manholes, connecting seventy-five (75) active sewer services and the removal and replacement of pavement, curb & gutter and sidewalk and all incidentals associated with the project bid items as called for in the Project Manual for the
2021 - Sewer Line Replacements,
Area “A” – Alley between East A St. & East B St. from 23rd to 25th Avenue
Area “B” – Alley between West A St. & West B St. from 23rd to 25th Avenue
Area “C” – Alley between West C St. & Haines St. from 17th Ave. to Curtis St.
at the Office of the City Clerk/Treasurer, City Hall, 436 East 22nd Avenue (P.O. Box 250) Torrington, Wyoming 82240 until 2:00 P.M. Local Time, on the 31st day of March, 2021, at which time the bids will be publicly opened and read aloud. All bids must be furnished on forms supplied by the City of Torrington. Sealed envelopes containing bids shall be clearly marked with the project title and shall show the name and address of the Bidder. Bids which are not prepared and filed in accordance with the Instructions to Bidders may be rejected. Bids may not be withdrawn after the time fixed for opening. The City reserves the right to reject any and all bids and the right to waive irregularities in bids received.
Each bid must be accompanied by a bid bond with sufficient surety, or a certified check or cashier's check, or bank draft on a reputable bank, for not less than five percent (5%) of the total amount of such bid, payable to, and to be forfeited to, the City of Torrington as liquidated damages if bidder fails to enter into contract within thirty (30) days after award to him, or fails, at the time of executing the agreement, to furnish a performance bond and a payment bond each in the amount of one hundred percent (100%) of the bid. Facsimile (fax) or other copies of bonds are not acceptable, nor are certified or cashier's checks which have an expiration date of less than one year. NO BID WILL BE CONSIDERED IF NOT ACCOMPANIED BY SUCH BOND, CERTIFIED OR CASHIER'S CHECK OR BANK DRAFT, OR IF NOT IN CONFORMANCE WITH THE PROVISIONS OF SECTION 15-1-113, W.S. 1977.
A complete set of the Plans and Specifications in USB drive format may be obtained after the 10th day of March, 2021, from City Hall, City of Torrington, 436 East 22nd Avenue, P.O. Box 250, Torrington, Wyoming 82240, (307-532-5666) upon deposit of a non-refundable fee of Ten dollars ($10) for each USB drive.
A pre-bid conference shall be held at 1:00 P.M. on the 24th day of March, 2021, at City Hall Conference Room, 436 East 22nd Ave., Torrington, Wyoming, at which attendance by Bidders is encouraged.
Preference is hereby given to materials, supplies, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by competitors outside the State, as provided in W. S. §§ 16-6-101 through 16-6-119.
