The Torrington City Council met in regular session on Tuesday, February 2, 2021 in the City Council Chambers at 436 East 22nd Ave. at 7:00 p.m. Present: Mayor Adams, Council Members Kelly, Kinney, Patterson and Steinbock. Also Present: Clerk/Treasurer Strecker, Attorney Eddington, Director of Public Works Harkins, Chief of Police Johnson, Building Official Estes and Deputy City Clerk Anaya.
Mayor Adams called the meeting to order.
Chief of Police Johnson led the Pledge of Allegiance.
Mayor Adams presented Teri Shinost with a Community Hero Award.
Mayor Adams led the session with informational announcements on the following items: 1.

Wyoming State Legislature update; 2. Reminder that the Public Hearing for the 2021 Liquor License Renewals will be held at the 02-16-21 Council meeting; 3. Reminder to citizens that sidewalks must be cleared within 24 hours of a snowfall; 4. Update on 01-14-21 wind storm event/power outage repairs; 5.
COVID-19 vaccine update; 6. COVID-19 updates; 7. Goshen County mask mandate reminder and COVID-19 recommendations; and 8. July 4th Fireworks Display update.
Councilman Patterson moved and Councilman Kinney seconded to approve the consent agenda which includes the minutes from the 01-19-21 Council meeting as published and all actions therein be ratified. Motion carried unanimously.
Councilwoman Steinbock moved and Councilman Kelly seconded to approve the agenda as presented. Motion carried unanimously.
Attorney Eddington read by title AN ORDINANCE AMENDING AND RE-ENACTING SECTION 18.16.020 OF THE TORRINGTON MUNICIPAL CODE, 2021 REVISIONS, RELATING TO THE CITY OF TORRINGTON, WYOMING, AMENDING THE ZONING DISTRICT MAP BY ESTABLISHING “R-2” ZONING FOR A TRACT OF LAND. Councilman Kinney moved and Councilwoman Steinbock seconded to approve the ordinance on second reading as presented. Motion carried unanimously.
Attorney Eddington read by title AN ORDINANCE AMENDING SECTION 1.08.010 OF THE TORRINGTON MUNICIPAL CODE, 2021 REVISIONS, RELATING TO HOLIDAYS. Councilman Patterson moved and Councilman Kelly seconded to approve the ordinance on second reading as presented. Motion carried unanimously.
Attorney Eddington read by title AN ORDINANCE ANNEXING WITHIN THE CORPORATE LIMITS OF THE CITY OF TORRINGTON, WYOMING, REAL PROPERTY TO BE KNOWN AS THE JIRDON-AIRPORT ADDITION. He stated that the series of ordinances that will follow involve land that was purchased by the City of Torrington previously but never annexed. Attorney Eddington indicated that because the City is the owner of the real property, the statutory provisions for reporting and public hearings on annexations can be circumvented. Councilman Kinney moved and Councilman Patterson seconded to approve the ordinance on first reading as presented. Motion carried unanimously.

Councilman Kinney moved and Councilman Patterson seconded to approve the ordinance on first reading as presented. Motion carried unanimously.
Chief of Police Johnson presented for approval an amendment to the policy handbook in regard to the creation of an Extended Duty Assignments Policy. He stated that the new policy will encourage growth, learning and career opportunities for employees in the Torrington Police Department (TPD) through extended duty assignments. Chief of Police Johnson indicated that an extended duty assignment is intended to meet the needs of the TPD in filling key positions which require additional training and experience above that of a Patrol Officer but do not require supervisory control that necessitates promotion. The two positions included in the policy are Detective and School Resource Officer (SRO). Councilman Kinney moved and Councilwoman Steinbock seconded to approve the amendment to the policy handbook in regard to the creation of an Extended Duty Assignments Policy as presented. Motion carried unanimously.  
The bills from 01-20-21 to 02-02-21 were presented for payment. Councilman Patterson moved and Councilman Kelly seconded to approve the bills for payment as presented. Motion carried unanimously.
Mayor Adams asked for public comments, questions or concerns.
Mayor Adams thanked KGOS/KERM and the Torrington Telegram for all that they do to keep the public informed.
Streets/Sanitation Supervisor Hawley invited the Mayor and Council to visit the baler facility for a demonstration of the new bagging system in action, and to visit the landfill to view all of the major changes that are taking place.
Councilman Kinney congratulated Korinne John for achieving her doctorate degree and for starting her chiropractic business.  
Councilman Kinney stated that Jenn Marsden-Garcia is asking the community to support National Wear Red Day on 02-05-21 to raise awareness for heart disease by wearing red.
Councilwoman Steinbock moved and Councilman Patterson seconded that there being no further business to come before the Mayor and Council to adjourn at 7:42 p.m. Motion carried unanimously.
