BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
    Tuesday Jan 19, 2021
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present Vice Chairman Cody Cox, Justin Burkart Commissioner and Cindy Kenyon, County Clerk and Clerk of the Board. Chairman Ellis is absent. This meeting is held via Zoom. The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the revised agenda and minutes of the last meeting, seconded and passed.
The Sheriff’s report was accepted from Sheriff Fleenor. The Earnings Report for December 2020 was in the amount of $2070.00. Commissioner Burkart moved to accept the Sheriff’s report, seconded and passed. County Attorney Eric Boyer joined Sheriff Fleenor to provide information about issues with the Wyoming State Hospital.

Road and Bridge Superintendent Val Hankins presented a request to reallocate funds already in her budget to the purchase of a vehicle for less than $32,000.00. Commissioner Burkart moved to approve the reallocation of existing budgeted funds for the purchase of one pickup in the amount less than $32,000.00, seconded and passed. Nine bids were received for the Road Rehab Project. Bivens Construction is the recommended vendor and lowest bidder. Commissioner Burkart moved to award the project in the amount of $193,640.80 to Bivens Construction, seconded and passed.
The Treasurer’s report was accepted from County Treasurer Leticia Dominguez. Commissioner Burkart moved to accept the Treasurer’s report, seconded and passed.
The County Clerk’s report was accepted from County Clerk Cindy Kenyon.  The Clerk presented four employee bonds for approval. Commissioner Burkart moved to approve the employee bonds, seconded and passed.  Commissioner Burkart moved to approve the federal fire funds for disbursement and the updated warrant report, seconded and passed. Commissioner Burkart moved to accept the Clerk’s report, seconded and passed.
Fairgrounds Manager Stephanie Lofink presented a request to utilize $7080 in operating and maintenance reserve funds to purchase equipment. Commissioner Burkart moved to approve use of $7080 in operating and maintenance reserve funds to purchase a machine to care for the arena floor, seconded and passed.
The Commissioners have reviewed all applications for board seats. All seats serve until their respective dates or until filled. Commissioner Burkart moved to appoint Jennifer Scheer and reappoint Mike McNamee to the Fair Board until 12/31/2025, seconded and passed. Commissioner Burkart moved to reappoint Geri Ziemans to the Lodging Tax Board until 12/31/2023, sec and passed. Commissioner Burkart moved to reappoint Vickie Zimmer and appoint Tom Eaton and Dempsey Hansen to the Planning Commission until 12/31/2023 and Joseph Randolph until 12/31/2021, seconded and passed. Commissioner Burkart moved to reappoint Kacey Booth, Shay Shimic and Dennis Wambolt to the Weed and Pest Board until 12/31/2024, seconded and passed. Commissioner Burkart moved to reappoint Dan Heilbrun to the Predator Board until 12/21/2023, seconded and passed. Commissioner Burkart moved to appoint Dr. Ted Church to the County Health Officer position until 12/21/2024, seconded and passed.
Vice Chairman Cox opened a public comment period. No public comment was offered.
The Commission adjourned at 9:34 am. The next regular meeting will be Tuesday February 4, 2021.
