PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Wyrulec Company (Wyrulec or the Cooperative), for authority to implement a smart meter opt out policy, revise its discontinuance notification language and update its miscellaneous charges, allowances and avoided cost sheets.

Wyrulec is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.

On January 11, 2021, Wyrulec filed its Application requesting authority to implement its Board of Directors approved smart meter opt out policy, revisions to its discontinuance notification language and updates to its miscellaneous charges, allowances and avoided cost sheets.
 
Wyrulec proposes to modify and reorganize its existing tariff to implement: a monthly manual meter reading fee for members who opt out of a residential smart meter which cannot be read remotely; non-remote disconnect and reconnect fees; remote disconnect and reconnect fees; updated service limiter fees; updated transportation charges; updated normal working hours; the removal of the minimum after-hours charge; and, the removal of machinery and equipment fees. The Cooperative also proposes to implement a tiered fee structure in order to improve the recovery of costs stemming from instances where its employees must physically read a residential non-smart meter, disconnect or reconnect a service, or install a service limiter.

This is not a complete description of the Cooperative’s Application. Wyrulec’s Application is on file at the Commission’s offices in Cheyenne, Wyoming, and is available for inspection by any interested person during regular business hours or online at: http://psc.state.wy.us/.
 
Anyone desiring to file a public comment, statement, intervention petition, protest or request for a public hearing in this matter must do file with the Commission in writing on or before February 15, 2021.
