The City of Torrington, Torrington, Wyoming, will conduct a public meeting at 7:00 PM, local time, on December 1, 2020, during the regularly schedule City Council meeting at 436 East 22nd Avenue, Torrington, Wyoming. The meeting will be broadcast live by KGOS/KERM 98.3 FM and 1490 AM. Citizens are also able to call in at 307-532-6925, Participant ID: 83656823#. The purpose of the meeting is to allow citizens to review and comment on the Wastewater Treatment Plant Modifications Project. This project involves the engineering and construction of a pre-treatment facility and other headworks modifications. Pre-treatment components include screening and grit removal. Lift station pump upgrades, a bypass pump, a vactor truck receiving station (upstream of the main lift station), piping modifications, controls, flow metering, PLC controls and SCADA are also included in this project. This project will reduce aeration pond sludge build-up, BOD loading, and labor hours and maintenance costs, while increasing system efficiency and longevity.
At the meeting, the City of Torrington will present the preliminary design of the proposed project and will discuss the estimated cost of the improvements and the plan for funding the improvements. Based on current cost estimates, the City of Torrington plans to borrow three million, five hundred thousand dollars ($3,500,000) from the Wyoming Clean Water State Revolving Loan Fund administered by the Wyoming Office of State Lands and Investments. Increased user fees will repay the loan. The average rate increase is estimated to be $1.00/per 1,000 gallons to repay the loan. Loan terms will be 2.5% interest rate for a twenty-year term with an annual payment of $192,222.
