GOSHEN COUNTY, WYOMING

The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present Chairman John Ellis, and Pinky Walter Commissioner and Cindy Kenyon, County Clerk and Clerk of the Board. Vice Chairman Cody Cox was absent. The meeting was opened with the Pledge of Allegiance. Commissioner Walter moved to approve the agenda and minutes of the last meeting, seconded and passed.
Road Superintendent Val Hankins, County Surveyor Bob Taylor, and County Planner Gary Childs presented the Road Report. Superintendent Val Hankins presented Resolution 2020-13 A RESOLUTION AUTHORIZING PARTICIPATION IN THE WYOMING RURAL ROAD SAFETY PROGRAM. Commissioner Walter moved to approve the Resolution and authorize Val Hankins to sign the documents, seconded and passed. The Road Projects are progressing as planned. Commissioner Walter moved to accept the Road and Bridge report, seconded and passed.
County Assessor Debbi Surratt presented tax reduction orders in the amount of $1290.48. Commissioner Walter moved to approve the Reduction of Taxes Orders, seconded and passed. Commissioner Walter moved to accept the Assessor’s report, seconded and passed.
County Clerk Cindy Kenyon presented the monthly earnings report for her office in the amount of $20,108.00. Commissioner Walter moved to accept the earnings report, seconded and passed. Clerk Kenyon presented the warrant reports for payment. Commissioner Walter moved to approve the warrants for payment, seconded and passed. Commissioner Walter moved to accept the County Clerk report, seconded and passed. County Emergency Manager Shelly Kirchhefer and Fire Warden Bill Law presented their monthly reports. Commissioner Walter moved to accept the Emergency Manager and Fire Warden reports, seconded and passed.
GASB Consultant Ron Russell and County Treasurer Leticia Dominguez presented an amended Management Report for FY 2019-2020. Commissioner Walter moved to approve the amended Management Report as presented, seconded and passed.
Commissioner Walter moved to amend the dates of the agreement (July 1, 2020 to June 30, 2021) with the University of Wyoming for space rent for Jim Freeburn, seconded and passed. Commissioner Walter moved to approve the final acceptance document for the new elevator in the courthouse, seconded and passed. Commissioner Walter moved to approve the Temporary Assistance for Needy Families Community Project Initiative contract with the State of Wyoming Department of Public Health in the amount of $57,500.00, seconded and passed. Commissioner Walter moved to approve the contract between State of Wy Department of Health and Goshen County for $100,000 to be used by public health for specific Covid related expenses, seconded and passed. Commissioner Walter moved to approve RESOLUTION 2020-11 APPOINTING A SPECIAL PROSECUTOR, seconded and passed. Commissioner Walter moved to ratify RESOLUTION 2020-12 AUTHORIZING SUBMISSION OF A CORONAVIRUS RELIEF GRANT APPLICATION TO THE STATE LOAN AND INVESTMENT BOARD for a camera project to allow inmates to appear in court, seconded and passed.
Clerk of Court Brandi Correa presented her earnings report. Commissioner Walter moved to accept the earnings report in the amount of $3,277.30.
The Commission adjourned at 10:15 am. The next regular meeting will be September 15, 2020.
