BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
                                                         Tuesday November 5, 2019
    
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present, Chairman John Ellis, Vice Chairman Cody Cox, Commissioner Pinky Walter and Cindy Kenyon, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Cox moved to approve the agenda and minutes of the last meeting, seconded and passed.
    The Road and Bridge report was accepted from Val Hankins, Bob Taylor, and Gary Childs. Commissioner Cox moved to approve the road and bridge report, seconded and passed.
    The Clerk of Court report was accepted from Brandi Correa. The County Attorney and Clerk of Court discussed audit procedures for the Clerk of Court bank accounts. Commissioner Walter moved to enter executive session to discuss litigation and matters confidential by law, seconded and passed.  Commissioner Walter moved to leave exec, sec and passed. The executive session was cancelled because the topic is allowed by statute in open meeting. Commissioner Walter moved to instruct the GASB Consultant to perform random audits of the district court accounts, seconded and passed. Commissioner Walter moved to accept the Clerk of Court report. The Clerk of Court earning report for October was submitted in the amount of $3672.87.
    The County Attorney updated the commission on changes to the GAL court system, insurance payment of theft claim denied, and preparation of the pending litigation statement for the audit. Commissioner Walter moved to accept the County Attorney’s report, seconded and passed.
        The Emergency Manager and Fire Warden reports were accepted from Shelly Kirchhefer and Bill Law. Commissioner Cox moved to lift the partial fire ban under the advisement of the County Fire Warden, seconded and passed. Commissioner Cox moved to approve the Fire Warden’s report, seconded and passed. Commissioner Walter moved to accept the Emergency Manager report, seconded and passed.

    The County Clerk report was accepted from Cindy Kenyon. The warrant report and payroll report was submitted for approval. Commissioner Walter moved to approve the warrants for payment, seconded and passed. Commissioner Cox moved to approve the payroll warrants for payment, seconded and passed. A Memorandum of Understanding between the Wyoming Supreme Court and Goshen County allowing the state to install new technology in the District and Circuit Courtrooms. Commissioner Walter moved to approve the MOU with the Supreme Court, seconded and passed. Commissioner Cox moved to approve the monthly employment bonds as presented, seconded and passed. Commissioner Cox moved to accept the October earnings report for the County Clerk $18273.00, seconded and passed. Commissioner Walter moved to accept the County Clerk’s report, seconded and passed.

    Ken Dockweiler updated the Commission on the Bridger Pipeline progress. The website is up at bridgerexpansion.com. The landowner group has reached an agreement but needs to be put in writing. Bridger hopes to start construction the week of November 18. Some individual landowners not part of the landowner group are still negotiating.
    The Commissioner made special mention of Becky Lorenz, Library Board Director who recently passed away. Her service is greatly appreciated and they offered their condolences to her family. The applicants for Mike Durfee’s vacant library board seat were interviewed. Commissioner Walter moved to appoint Dee Ludwig to the Library Board for a term ending June 30, 2021, seconded and passed.
    Commissioner Walter moved to approve the following budget amendment for FY 19-20:
