NOTICE OF ELECTION TO FILL VACANCIES ON THE  
PRARIE CENTER GROUNDWATER CONTROL AREA ADVISORY BOARD

NOTICE is hereby given that an election will be held on July 10, 2019 at the Goshen County 3A Prairie Center Fire Hall in Torrington, Wyoming, to elect two members to the Platte County Groundwater Control Area Advisory Board.  

The board vacancies were created by the expiration of terms presently filled by Dennis Isakson and Greg DesEnfants. Mr. DesEnfants is eligible for re-election since he has only served one term. Mr. Isakson has served two terms and is therefore ineligible for re-election at this time. THE POLLING PLACE FOR THE ELECTION WILL OPEN AT 9:00 A.M. AND CLOSE AT 4:30 P.M.  Votes for nominees or write-in candidates will also be accepted at the polling place on the day of the election. Persons entitled to vote may do so either in person or by a signed written proxy.  Proxy forms are available from the Ground Water Division of the State Engineer’s Office, 122 W. 25th Street, Herschler Building 1-E, Cheyenne, WY  82002. The form can also be downloaded from the State Engineer’s Office website @ seo.wyo.gov under “News & Press Releases”.


Absentee ballots can also be submitted to the State Engineer’s Office, 122 W. 25th Street, Herschler Building 1-E, Cheyenne, WY  82002 but must be received by 5:00 pm on July 10, 2019.
 
Every person or corporation owning, or entitled by virtue of public land filing to the possession of land situated in and being a part of the Platte County Control Area shall be entitled to cast one vote for each acre of land as assessed upon the last annual roll of the county in which such land is located, or as shown by such public land filing.  A person owning a tract of land of less than one acre shall be entitled to cast one vote.  The grantee or assignee of the water in or under any described land shall be entitled to vote, as prescribed herein, in the place of the person or corporation owning or entitled to the possession of such land.

The two individuals receiving the highest number of votes shall be declared to be elected, regardless of whether or not they have received a majority of the votes cast, and no election shall be invalid by the reason that a majority of the acreage of the district was not represented at such election.

This election is being held pursuant to and under the authority of Wyoming Statute § 41-3-913.
