BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday May 21, 2019
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse with the following members present, Chairman Wally Wolski, Vice Chairman John Ellis, Commissioner Cody Cox, and Cindy Kenyon, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Ellis moved to approve the agenda and minutes of the last meeting as presented, seconded and passed.
Residents Will Buckley and Gale Young inquired about road services on Arrowhead Rd.
The Sheriff’s report was accepted from Lt. Wes Deen. Commissioner Ellis moved to accept the Sheriff’s report, seconded and passed.

The Treasurer’s report was accepted via email from Treasurer Leticia Dominguez. Commissioner Cox moved to accept the Treasurer’s report, seconded and passed.
The Assessor’s report was accepted from County Assessor Debbi Surratt. The Assessor presented Reduction Orders for $2348.81. Commissioner Ellis moved to approve the reduction orders as presented, seconded and passed. Commissioner Cox moved to accept the County Assessor’s report, seconded and passed.
The County Clerk’s report was accepted from County Clerk Cindy Kenyon. Two employee bonds were presented for renewal. Commissioner Ellis moved to approve the employee bonds as presented, seconded and passed. The County Clerk requested permission to open the necessary bank accounts for the purpose of complying with the new employee health insurance contract. Commissioner Cox moved to approve the bank accounts as specified, seconded and passed. Commissioner Ellis moved to approve the updated warrant report, seconded and passed. Commissioner Cox moved to accept the County Clerk’s report, seconded and passed.
The County Clerk presented the Diabetes Prevention Grant in the amount of $15,000 on behalf of Public Health. Commissioner Ellis moved to approve the Diabetes Prevention Grant contract as presented, seconded and passed.
The Commission discussed the following items: a letter regarding abandoned mine funds; the Adam Walter Memorial Park; and the Natural Resource Plan on federal lands. The Chairman explained ideas for appointment of the Public Records Point of Contact and requested the County Attorney and County Clerk discuss a recommendation. Commission discussed the new legislation requiring appointed of a public records contact person.
Commissioner Cox moved to appoint Geri Ziemans to fill a vacant unexpired term on the Lodging Tax Board, seconded and passed. This term will expire Dec. 31, 2020.
Commissioner Cox introduced a proposed Philips 66 pipeline project in Goshen County.
