BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday April 16, 2019
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse with the following members present, Chairman Wally Wolski, Vice Chairman John Ellis, Commissioner Cody Cox, and Cindy Kenyon, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Cox moved to approve the agenda and minutes of the last meeting as presented, seconded and passed.
Commissioner Ellis moved to amend the agenda and enter a public comment period first because there were seven residents with comments on roads, seconded and passed.  
The Sheriff’s report was accepted from Sheriff Fleenor and Lt. Deen. Commissioner Ellis moved to accept the Sheriff’s report, seconded and passed.
The Assessor’s report was presented by County Assessor Debbi Surratt. Commissioner Cox moved to accept the Assessor’s report, seconded and passed.
The County Clerk’s report was presented by County Clerk Cindy Kenyon. Commissioner Ellis moved to approve the updated warrant report, seconded and passed.
The Commissioners allowed public comment. Resident Bernie Carr commented about fire services.
The County Clerk discussed the MRG grant application which has also been accompanied by a matching funds application for $50,000 USDA Community Facilities grant to help replace the elevator at the County Courthouse. The County Clerk has been authorized to execute the necessary documents to apply for the grant.

The Commissioners reviewed the 16 new scholarship applications and 3 renewal applications. Commissioner Cox moved to award the 3 new scholarships to Sandra Vanatta, Tim Baker and Quentin Meyer, seconded and passed. Commissioner Ellis moved to award Noelle Chapman the renewal scholarship, seconded and passed. The Commissioners stated it was a very difficult decision as all the applications were impressive.
Kyle Hardesty with the Wyoming Highway Patrol/Port of Entry presented information on size and weight permits for large loads (not including local agriculture) moving through Goshen County. Commissioner Cox moved to create a working group to reviewing the permitting process in Goshen County, seconded and passed. Members of the working group will be the County Planner, County Surveyor, Road Superintendent, Road Administrator, county Attorney and County Sheriff. County Surveyor Bob Taylor will lead the committee.
Ashley Harpstreith CEO of Goshen County Economic Development presented an Economic Development Week Proclamation and a services agreement for the upcoming fiscal year. Commissioner Ellis moved to proclaim the week of May 6-10, 2019 as Goshen County Economic Development Week, seconded and passed.
Commissioner Wolski read a letter from Wyoming Homeland Security requesting the services of the Goshen County Emergency Manager. Commissioner Ellis moved to authorize Shelly Kirchhefer Emergency Manager to assist the State of Wyoming with emergencies outside Goshen County as needed this summer, seconded and passed.
County Surveyor Bob Taylor discussed the expected flows of snow water equivalent in the local basins. A snow report from the Conservation Services is attached to these minutes.
Commissioner Ellis moved to approve the budget amendments to fiscal year 2018-2019 as presented by the County Clerk, seconded and passed. Budget amendments are as follows:
