BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday April 2, 2019
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse with the following members present, Chairman Wally Wolski, Vice Chairman John Ellis, Commissioner Cody Cox, and Cindy Kenyon, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Cox moved to approve the agenda and minutes of the last meeting as presented, seconded and passed.
The road and Bridge report was accepted from Jerry Hort, Bob Taylor and Val Hankins. County Engineer Bob Taylor provided a map and review of the work needed to create a County Road 74. Commissioner Ellis moved to schedule a meeting on Road 74 aka the Greenhouse Road and invite the affected residents and stakeholders, seconded and passed.
Resolution 2019-03 A Courtesy Resolution to Recognize Meritorious Service During Bomb Cyclone Ulmer was presented and read by Chairman Wolski. The resolution commends the Emergency Manager Shelly Kirchhefer, Sheriff Fleenor and staff, Maintenance Director Tony Rickard and staff, and Road and Bridge Director Jerry Hort and staff. Commissioner Ellis moved to approve Resolution 2019-03, seconded and passed.

Commissioner Ellis moved to accept the Road and Bridge report, seconded and passed.
The Clerk of District Court report was accepted from Brandi Correa. Commissioner Cox moved to approve the Clerk of Court report, seconded and passed.
Commissioner Ellis moved to enter executive session at 10:13 am to discuss potential litigation, seconded and passed. Commissioner Cox moved to leave executive session at 10:54 am, seconded and passed.
The County Clerk’s report was accepted from Cindy Kenyon. Commissioner Cox moved to approve the warrant report, seconded and passed. Commissioner Ellis moved to approve the employee bonds, seconded and passed. Commissioner Ellis moved to approve the earnings reports as presented, seconded and passed. Commissioner Cox moved to approve the Local Government Liability Pool insurance application, seconded and passed. Commissioner Ellis moved to accept the County Clerks report, seconded and passed. The County Clerk presented Earnings reports for: Sheriff $1135.00; Clerk of Court $2896.80; County Clerk $18395.00 which were approved. The County Fair report was presented by Stephanie Lofink, Manager. Commissioner Cox moved to accept the Fair Report, seconded and passed.
County Attorney Eric Boyer and County Surveyor Bob Taylor provided information about improvement service districts.
The Commissioners recessed for lunch at 12:04 pm. The Commission reconvened at 1:00 pm.
The Commission discussed a workshop with USDA and funding.
