BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday March 19, 2019
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse with the following members present, Chairman Wally Wolski, Vice Chairman John Ellis, Commissioner Cody Cox, and Cindy Kenyon, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Ellis moved to approve the agenda as revised and minutes of the last meeting as presented, seconded and passed.
The Sheriff’s Report was accepted from Sheriff Fleenor and Lt. Deen. Commissioner Cox moved to accept the Sheriff’s report, seconded and passed.  
The Treasurer’s Report was accepted from Treasurer Leticia Dominguez. The County Treasurer presented the list of depositories for approval. Commissioner Ellis moved to approve the list of financial institutions designated as legal depositories, seconded and passed. The list includes: First State Bank, Pinnacle Bank, Platte Valley Bank, Points West Community Bank, US Bank NA, and the Wyoming Government Investment Fund.

The County Clerk’s report was accepted from County Clerk Cindy Kenyon. Commissioner Cox moved to approve the updated warrant list, seconded and passed.
WYDOT Engineer Buck Klemola reviewed the background information on the Horse Creek Bridge Project. The project research has lasted nearly 10 years. Mr. Klemola requested a concurrence letter of the bid of $779,269.70 by Deitzler Construction Corp with the County portion being $107,075.45 of Road Funds. Commissioner Ellis moved to concur with WYDOT’s bid award to Dietzler Construction Corp, seconded and passed.
The Wyoming County Commissioners Association Director Jeremiah Rieman provided a legislative update. He also presented information on his priorities for serving the WCCA.
Heidi Wayland, Tanya Nepper, and Lacey Judkins presented a $1500 funding request for the upcoming budget year for Wyoming Child and Family Development.
Scott Sutherland and Lorraine Werner with USDA presented information on grant and subsidized loan funding opportunities. USDA also has funding for feasibility studies.
The Commission began the appointment process to fill a vacancy on the Lodging Tax Board. Gary Olson and Geri Zeimans applied for the position. The Commissioners said both candidates were very well qualified. Gary Olson was appointed to fill the vacancy for a term ending December 31, 2021.
Chairman Wolski allowed public comment. Calvin and Isabel Hoy requested information on improvement districts and speed limits.
