BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday March 5, 2019
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse with the following members present, Chairman Wally Wolski, Vice Chairman John Ellis, Commissioner Cody Cox, and Cindy Kenyon, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Cox moved to approve the agenda as presented and minutes of the last meeting as presented, seconded and passed.
The Road and Bridge report was accepted from Jerry Hort, Gary Childs and Bob Taylor. Commissioner Ellis, upon recommendation of the County Surveyor Bob Taylor, moved to approve the Final Plat and Official County Map of that Portion of the City of Torrington Corporate Limits, seconded and passed.
The County Attorney’s report was accepted from Eric Boyer. Commissioner Ellis moved to accept the County Attorney’s report, seconded and passed. Chairman Wolski asked the County Attorney to research informative meetings on keeping projects locally sourced and retaining local funds.
Acting Clerk of Court Brandi Correa presented her monthly report. Commissioner Ellis moved to accept the Clerk of Court report, seconded and passed.

The County Clerk’s report was accepted from Cindy Kenyon. Commissioner Ellis moved to approve the warrants and payroll as listed for payment, seconded and passed. Commissioner Cox moved to approve the employee bonds, seconded and passed. Commissioner Ellis moved to accept the County Clerk’s report, seconded and passed. The proposed budget calendar was reviewed and approved.

The Fire Warden’s report was accepted from Bill Law. Commissioner Cox moved to accept the Emergency Manager’s and Fire Warden’s reports, seconded and passed.  
Ashley Harpstreith Director of Goshen County Economic Development described how the Commissioners could act as the grant applicant for a feasibility study for a natural gas project for Cold Springs Business Park. Commissioner Ellis moved to support the Director of Economic Development’s concept for a feasibility study for the natural gas project grant through the Goshen County Commissioners, seconded and passed.
Mayor Marshall and Tracy Pragnell from the Town of La Grange reviewed the reallocation of $24889.00 SLIB CBG grant funds to their lagoon project. Commissioner Cox moved to approve the application for reallocation of SLIB CBG funds to the lagoon project, seconded and passed.
Kelly Beard Director of Public Health requested the employment contract for Manon Strong MCH Nurse be approved. Commissioner Ellis moved to approve the employment contract as presented, seconded and passed.
Commissioner Wolski updated the Commission on the Goshen County Care Center Joint Powers Board project to build an assisted living center named Evergreen Plaza.
Chairman Wolski reviewed the process for interviewing candidates to fill the vacancy in the Clerk of Court seat. Deputy Clerk of Court Brandi Correa and Teresa Bloodgood were selected pursuant to Wyoming Statute by the Republican Party as nominees for the seat. The Commissioners greatly appreciate the excellent qualifications of each applicant. Commissioner Cox moved to select Brandi Correa to fill the vacancy in the Clerk of District Court office until the next general election in 2020, seconded and passed.
The Commission recessed for lunch and a tour of the jail. The Commission reconvened at 2:35 pm.
County Assessor Debbi Surratt presented a reduction of taxes order in the amount of $1656.90. Commissioner Ellis moved to approve the reduction order as presented, seconded and passed.
    The Commissioners were pleased to host the swearing in ceremony for Brandi Correa, newly appointed Clerk of District Court. District Court Judge Patrick Korell congratulated Ms. Correa and administered the Oath of Office.
