    The Torrington City Council met in regular session on Tuesday, December 4, 2018 in the City Council Chambers at 436 East 22nd Ave. at 7:00 p.m. Present:  Mayor Varney, Council Members Adams, Hill, Kelly and Law. Also Present:  Clerk/Treasurer Strecker, Engineer Harkins, Assistant Chief of Police Matthews, Building Official Estes, Water/Wastewater Supervisor Troxel and Deputy City Clerk Anaya.
        Mayor Varney called the meeting to order.
Clerk/Treasurer Strecker led the Pledge of Allegiance.
Mayor Varney announced that the City of Torrington will be hosting an open house reception in his honor on Wednesday, December 5, 2018 from 3:00 p.m. to 7:00 p.m. in the Lincoln Community Complex Pony Express Room. He invited the public to attend and stated that there will be refreshments and hors d’oeuvres being served.  
Mayor Varney announced that Scottsbluff County offices will be closed on Wednesday, December 5, 2018 for the funeral of George H. W. Bush. He indicated that Goshen County offices will not be closed but that the County Commissioners in recognition of the life of public service of former President George H. W. Bush are encouraging each County office and resident to observe a moment of silence on Wednesday, December 5, 2018 at 10:00 a.m. as a tribute to his life. Mayor Varney stated that City of Torrington offices will be partaking in the moment of silence tribute and encouraged all City residents to do the same.

        Councilwoman Hill moved and Councilman Kelly seconded to approve the consent agenda which includes the minutes from the 11-20-18 Council meeting as published and all actions therein be ratified. Motion carried unanimously.           
        Councilman Adams moved and Councilman Law seconded to approve the agenda as presented. Motion carried unanimously.  
Patrick Zimmerer with Table Mountain Vineyards, LLC requested approval of a catering permit for a 21st & Main Wine Tasting and Holiday Parade Celebration to be held at 21st & Main on December 7, 2018 from 3:30 p.m. to 8:00 p.m. Councilman Law moved and Councilwoman Hill seconded to approve the catering permit as presented. Motion carried unanimously.
James Miller with 307 Sports Bar & Grill requested approval of a catering permit for a Golf Pro Shop Business After Hours Event to be held at 21st & Main on December 13, 2018 from 3:00 p.m. to 9:00 p.m. Councilwoman Hill moved and Councilman Law seconded to approve the catering permit as presented. Motion carried unanimously.
James Miller with 307 Sports Bar & Grill requested approval of a catering permit for a City of Torrington Christmas Party to be held at 436 East 22nd Avenue in the Lincoln Community Complex Pony Express Room on December 14, 2018 from 4:00 p.m. to 12:00 a.m. Councilman Kelly inquired about the requested hours for the permit for the duration of the event. Charlie Harshberger with 307 Sports Bar & Grill addressed the Mayor and Council. He indicated that the requested hours are not solely hours for the duration of the event that they also include an adequate amount of time for setup and cleanup of the catered event. Councilwoman Hill moved and Councilman Kelly seconded to approve the catering permit as presented. Motion carried unanimously.
James Miller with 307 Sports Bar & Grill requested approval of a catering permit for a First State Bank Christmas Party to be held at 21st & Main on December 15, 2018 from 4:00 p.m. to 12:00 a.m. Councilwoman Hill moved and Councilman Law seconded to approve the catering permit as presented. Motion carried unanimously.
Eric Alden with J&B Liquor requested approval of a catering permit for a Third Thursday Event to be held at 1933 Main Street Unit A. on December 20, 2018 from 4:30 p.m. to 8:00 p.m. Councilman Kelly moved and Councilman Law seconded to approve the catering permit as presented. Motion carried unanimously.
Tammy Derr with Goshen County Economic Development and the Goshen County Chamber of Commerce requested approval of a special event permit for the 2018 Christmas Blessing Parade to be held on December 7, 2018 from 5:00 p.m. to 7:30 p.m. Councilman Adams stated that his only concern is the fact that the application does not indicate that the applicant notified all business owners that will be affected by the blocking of parking stalls for the duration of the event. Mayor Varney instructed Assistant Chief of Police Matthews to verify with the applicant that all business owners have been notified and that the proper notification form which requires signatures is completely filled out and attached to the special event permit application. He indicated that he recommends waiving the special event permit fee due to the request being a community event. Councilwoman Hill moved and Councilman Kelly seconded to approve the special event permit and to waive the special event permit fee as presented. Motion carried unanimously.
Building Official Estes read by title AN ORDINANCE AMENDING AND RE-ENACTING SECTION 18.68.020 OF THE TORRINGTON MUNICIPAL CODE, 2018 REVISIONS, RELATING TO THE CITY OF TORRINGTON, WYOMING, AMENDING THE ZONING DISTRICT MAP BY ESTABLISHING “C-1A” ZONING FOR A TRACT OF LAND. Councilman Adams moved and Councilman Kelly seconded to approve the ordinance on second reading as presented. Motion carried unanimously.  
Mayor Pro-Tem Adams stated that since the next item up for discussion directly involved Mayor Varney, he would need to be excused so that the Council could consider the approval of an ordinance on third reading relating to re-naming a City street pursuant to City ordinance 12.08.060.
Building Official Estes read by title AN ORDINANCE RE-NAMING A CITY STREET PURSUANT TO CITY ORDINANCE 12.08.060. He indicated that the ordinance re-names “Industrial Park Avenue” to now be known as “Varney Boulevard” in honor and recognition of Mayor Michael E. Varney’s dedication and commitment to the City of Torrington. Councilwoman Hill moved and Councilman Kelly seconded to approve Ordinance No. 1204 as presented on third reading. Motion carried unanimously. Mayor Pro-Tem Adams announced that a ribbon cutting ceremony in honor of the re-named City street now known as “Varney Boulevard” will occur on site on Wednesday, December 5, 2018 at 1:00 p.m.
Clerk/Treasurer Strecker read by title AN ORDINANCE AMENDING AND RE-ENACTING SECTION 3.04.040 F. OF THE TORRINGTON MUNICIPAL CODE, 2018 REVISIONS, RELATING TO WATER FEES. Councilman Adams moved and Councilman Law seconded to approve Ordinance No. 1205 as presented on third reading. Motion carried unanimously.
Water/Wastewater Supervisor Troxel addressed the Mayor and Council. He briefly summarized the proposed amendments in ordinance format to sections within the Torrington Municipal Code relating to definitions and prohibited sewer connections as they had previously been discussed in depth at a Work Session held by the City Council on November 27, 2018. Water/Wastewater Supervisor Troxel indicated that the requested edits to the ordinance that resulted from the Work Session were made and are reflected on the current version of the ordinance. Clerk/Treasurer Strecker read by title AN ORDINANCE AMENDING AND RE-ENACTING SECTIONS 13.16.007. AND 13.16.050. C. OF THE TORRINGTON MUNICIPAL CODE, 2019 REVISIONS, RELATING TO DEFINITIONS AND PROHIBITED SEWER CONNECTIONS. Councilman Adams moved and Councilman Kelly seconded to approve the ordinance on first reading as presented. Motion carried unanimously.  
Water/Wastewater Supervisor Troxel addressed the Mayor and Council. He briefly summarized the sections in ordinance format that are being recommended to be created within the Torrington Municipal Code relating to best management practices (BMPs), cost recovery, and enforcement, violations and penalties as they had previously been discussed in great detail at a Work Session held by the City Council on November 27, 2018. Water/Wastewater Supervisor Troxel stated that the requested revisions to the ordinance that resulted from the Work Session were made and are reflected on the current version of the ordinance. Clerk/Treasurer Strecker read by title AN ORDINANCE CREATING AND ENACTING SECTIONS 13.16.140., 13.16.150. AND 13.16.160. OF THE TORRINGTON MUNICIPAL CODE, 2019 REVISIONS, RELATING TO BEST MANAGEMENT PRACTICES (BMPs), COST RECOVERY, AND ENFORCEMENT, VIOLATIONS AND PENALTIES. Councilman Law moved and Councilwoman Hill seconded to approve the ordinance on first reading as presented. Motion carried unanimously.
Mayor Varney read a Cable Television Rate Increase Notice received on behalf of Vyve Broadband, LLC. The notice stated that Vyve Broadband has continued to invest in its networks during 2018 in an effort to bring the communities it serves next-generation services. It indicated that as plans are made for the remainder of 2018, Vyve Broadband has evaluated their expenses and determined that the amount that is paid to bring popular video programming to its customers has increased significantly again this year and listed rate increases that will take effect on billing statements received after January 1, 2019. The notice concluded by stating that Vyve Broadband will continue to work hard to provide the greatest quality of service at the best possible value and that Vyve Broadband pledges to work daily to enhance the customer experience.
The bills from 11-21-18 to 12-04-18 were presented for payment. Councilman Law moved and Councilwoman Hill seconded to approve the bills for payment as presented. Motion carried unanimously.
Mayor Varney announced that Eastern Wyoming College (EWC) will be hosting a Student Art Show with Rebecca Green, a Book & CD Signing with John D. Nesbitt and a Christmas Concert on Sunday, December 9, 2018 at the EWC Fine Art Auditorium. Doors will open at 1:00 p.m. and the concert will begin at 2:00 p.m.
        Councilman Law moved and Councilwoman Hill seconded that there being no further business to come before the Council to adjourn at 7:41 p.m. Motion carried unanimously.
