TORRINGTON – The City of Torrington held out for a better price and won regarding an upcoming sewer project. After rejecting a lone bid of more than $160,000 in November, council members unanimously approved a bid for the same sewer outfall line work in the amount of nearly $119,000 at a meeting Tuesday evening – for a savings of more than $40,000.
“We opened bids last Wednesday,” City Engineer Jeff Harkins said. “We had two responsive bidders. Both were very competitive, with Torrington Disposal Service (coming in) at $118,830.”
The other bidder, Mechanical Systems, Inc. – which also submitted the lone, rejected bid in November – requested $123,239 to complete the project this
time around.
The work, referred to as the “2018 Sanitary Sewer Outfall Line Rehabilitation Project,” involves “replacement of 55 linear feet of 12-inch sewer main, removal and replacement of one manhole, 477 linear feet of 12-inch cure-in-place pipe and the rehabilitation of three existing manholes,” according to a memo addressed to Mayor Mike Varney from the city’s engineering department.
The approximate location of the project is south of Torrington Livestock Market, underneath U.S. Highway 26 and across the railroad tracks into Huckfeldt Truck Wash, Harkins explained at the meeting
“It will not require any cutting (of the) highway or boring under railroad tracks,” he said.
The memo adds the work will be coordinated with Torrington Livestock Market to minimize any impact on its operations.
The project totals $121,953.24, including $3,123.24, or 2.6 percent, for contingency and has a substantial completion date of June 29, 2018.
In other business:
• The council approved Dale Jones Municipal Pool rates for the upcoming season, with two changes: pool parties of 50 people increases from $125 to $150; and pool parties of 50-plus jumps from $150 to $175.
“Our pool party rates are some of the cheapest or maybe the cheapest in the area,” Varney said. “We feel like that’s the one area we should change.”
• Council members approved the second reading of ordinances relating to water and sewer fees – regarding the sewer ordinance, the minimum usable allowance was increased from 4,000 to 8,000 gallons.
• The next council meeting is scheduled for Tuesday, April 3 at 7 p.m. at Torrington City Hall.
