CHEYENNE – Gov. Matt Mead signed controversial Senate File 104 at about 3 p.m. Tuesday afternoon, removing many of the duties from Wyoming State Superintendent of Public Instruction Cindy Hill and transferring them to an appointed director of education.
Only minutes later, Hill served the governor with a lawsuit challenging the constitutionality of an action stripping an elected official of responsibilities.
