Construction proceeding

Photo/ Adam Louis - Oakwood Construction workers, of Okemos, Mich., continue building the $5 million High Plains Apartments on a soggy Wednesday afternoon at the intersection of West C Street and College Drive in Torrington. The Wyoming Housing Network helped secure funding for the upcoming 32-unit low-income apartment complex. The completion date is set for January or February.
