TORRINGTON – Grass bins set up by the city are being misused by residents.
Andi Lamb, the Torrington Police Department code enforcement director, said she’s finding branches and other items in or around grass-only bins. They are located by the Eastern Wyoming College softball fields near West B Street and Curtis Avenue, near Jirdon Park, between 17th and 16th avenues on East K Street and at West 28th Avenue near the 28th Avenue Dance Studio.
