Workers for Oakwood Construction, of Okemos, Mich., were filling foundation footings Wednesday afternoon for a 10-plex unit of the $5-million High Plains Apartments project at the corner of West C Street and College Drive in Torrington. The project will consist of two 10-plex units, one 12-plex unit, 48 parking spaces and an outdoor area with playground equipment. The three two-story buildings will offer housing for low-income families. Bruce Wagner, project superintendent, said construction is scheduled to finish by January or February.
