BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday April 16, 2024

The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present, Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Chairman McNamee welcomed all in attendance. Commissioner Burkart moved to approve the agenda, seconded and passed. Commissioner Walsh moved to approve the minutes from the April 2nd meeting, seconded and passed. Chairman McNamee opened the meeting thanking the Road & Bridge Department for assisting Niobrara County in the significant snow storm they had the previous week.
Undersheriff Wes Deen presented the Sheriff’s report. The earnings report for the month of March is $1,730.00 and earnings for the Commissary is $1,272.54. Lieutenant Deen announced his retirement at the end of April. Lieutenant Herb Irons will be taking his place as Undersheriff. Commissioner Burkart moved to accept the Sheriff’s report including the Commissary and Earnings reports, seconded and passed. The Commissioners each thanked Lieutenant Deen for his years of service.
County Surveyor Bob Taylor and County Planner Michael Tietjen presented the K&D Subdivision for signing. It was approved at the last meeting and was waiting for approval from the Irrigation District. Mr. Tietjen announced the planning commission meeting for the public hearing on the Solar Regulations will be on April 25th at 6:30 pm in the commissioner room. Commissioner Walsh made a motion to accept the Road & Bridge report, seconded and passed.
County Treasurer Leticia Dominguez presented the depository letter for signing, and she reported the current financial standing of the county. Commissioner Walsh made a motion to approve the County Treasurer’s report, seconded and passed.
County Clerk Mary Feagler presented the Clerk’s report, the updated warrant report, the March payroll liabilities report and a voucher to JB Quality Construction for partial payment on the Construction of the wash pad at Road and Bridge. Commissioner Walsh moved to accept the Clerk’s report and, updated warrant report, payroll liabilities report and to approve the voucher for payment, seconded and passed.

Library Board member Michelle Traher presented the Library report. Governor Gordon has declared the third Tuesday in May as “Wyoming Reads Day”, She also updated the Commissioners on many other activities the Library has going on. Commissioner Walsh moved to accept the Library report, seconded and passed.
Amy Smith, Ag and Natural Resources Educator for the University of Wyoming, presented the Extension Office report. She brought Crystal Zerby who is the sensible nutrition coordinator. Ms. Zerby updated what her program is doing in the community. She works under the Governor’s wife for the Hunger Initiative. Amy presented her report which included a number of activities, one was the 4-H Pancake supper which served 932 people not including 4-H members and volunteers. Commissioner Walsh moved to accept the Extension office report, seconded and passed.
Eleno Oliva, Goshen County Fair maintenance manager, presented the Fair report. Commissioner Walsh moved to accept the Fair report, seconded and passed.
Public Health nurse Kara Palfy presented the Public Health report. Commissioner Walsh moved to accept the Public Health report, seconded and passed.
Head of the IT Department Jesse Bowen updated the Commissioners on his department’s activities. Civic Plus is in the process of receiving information to produce the new website. Jesse is going to meet with Department Heads about the project. The phone system is nearing end of life so the plan is to switch providers and replace all of the phones. Commissioner Walsh moved to accept the IT report, seconded and passed.
Brian and Connie Wells again brought up the issue of Road 84 which they use for access to their residence. Chairman McNamee suggested a meeting with all involved.
County Clerk Mary Feagler presented a resolution naming the polling places for the 2024 elections. Commissioner Burkart made a motion to pass the resolution, seconded and passed. She also presented a resolution addressing the LaGrange Fire District that was formed in 1962 This was necessary to establish its formation in order to gain Sam’s certification. Commissioner Burkart made a motion to pass the resolution, seconded and passed.
The Goshen County Senior Center sent a letter requesting matching funds of $4,000 from the county for matching grant funds. Commissioner Burkart made a motion to approve the funds for the next fiscal year.
A petition for formation of Cottonwood Acres Improvement and Service District set a date for June 18th for the Special District Hearing.
